National Roads Registry

The National Road Registry is Papua New Guinea’s official record of all gazetted national roads, established under the authority of the Department of Works and Highways (DoWH) in accordance with the Public Roads Act. It is the definitive source that identifies and classifies all roads forming part of the National Road Network.

Through official gazette notices — such as the Declaration of Public Roads (Gazette No. G345-2025) and the Classification of National Roads (Gazette No. G346-2025) — the Registry provides a transparent, legally binding reference for road ownership, jurisdiction, and maintenance responsibility.

Why the National Road Registry is Important

  • Legal Clarity – Clearly identifies roads under the national network, ensuring no ambiguity over management and maintenance responsibilities.

  • Strategic Planning & Investment – Guides infrastructure development under the ConnectPNG Program, helping direct government and donor investments where they are needed most.

  • Maintenance & Upgrades – Enables prioritisation of maintenance, rehabilitation, and upgrades based on official road classifications.

  • Transparency & Accountability – Offers citizens, developers, and investors an authoritative source to verify the official status and classification of roads.

  • Connectivity & Economic Growth – Supports the creation of an integrated transport network that enhances access to markets, healthcare, education, and other essential services.

Interactive Map of National Roads

To make the National Road Registry more accessible, the DoWH will provide an interactive map that visually displays all gazetted roads in the National Road Network. Users will be able to:

  • View road locations and classifications (National, Provincial, District)

  • See which roads form part of key ConnectPNG Corridors

  • Access information on road upgrade status and maintaining authority

  • Explore road data in relation to surrounding towns, provinces, and key infrastructure

This interactive tool will ensure that the National Road Registry is not only a legal record but also a practical resource for planning, investment, and community awareness.
